"Just a week after it refused to endorse the U.S.-led NATO bombing campaign, the Republican-led U.S. House of Representatives Thursday approved a $13 billion package to pay for the air war against Yugoslavia and improve American military readiness.

The measure, which includes billions for high-tech weapons, military construction and a pay raise for American troops, was more than double the $6 billion requested by President Clinton for the Kosovo conflict. But it was also far less than the $29 billion some Pentagon supporters wanted to address what they asserted were long-neglected military needs.

. . . Congressional leaders have set a May 14 target for final passage by both chambers, sending lawmakers scrambling to work out their differences.

. . . The House measure includes $3 billion for spare parts for the military, depot maintenance and to address other service shortages. "
