RTev: MSFT doesn't want to be an ISP they want to be the software link of the ISP as well as a content provider. They want to open more and increasingly larger markets that use their O/S and its derivatives. Here is another case in point:
ATM with Internet to be launched in Japan by Omron

TOKYO, May 7 (Reuters) - Automatic teller machines that can
log on to the Internet are to be launched in Japan in late May by
electronics firm Omron Corp <6645.OS>, it said on Friday.
The ATMs, which use Microsoft Corp software, can be
used for online shopping, ticket vending and information searches
as well as banking services, the two firms said in a statement.
They will be sold to financial firms, distributors and
retailers in Japan for a basic price of three million yen.
The firms aim to sell 20,000 of the ATMs over three years
