The Q simply means it is a otc stock traded on the nasdaQ exchange

Sec filing shows the company is real and has a demo desalination facility at the Natural Energy Laboratory in Hawaii funded by a contract with BUREC(Bureau of Reclamation). Evidently 4 of five subsystems operate satisfactorily and one part(seperator and wash system) is being redesigned and follow funding was requested. There is a mention that follow funding is expected first half of this year. You can read through the doc at: sec.gov Then form your own opinion.
