Umm, and what is it that makes you think that? Neither is a particularly complicated process.

And apply equally to all substances, IMO. Alcohol is not pharmacologically different enough to be separated from the others. To state that because more users of an illegal substance are criminals is disingenuous at best.

Punishing innocent people is anathema in a free society no matter how you couch the argument.
