Hi Redcard,

Couple of questions for you:

Did you physically remove the paint program by deleting the actual .exe file? Or simply uninstall it from the Control Panel's "Add Remove Program".

I supposed you checked what was in your Start Up folder already, so I'll try another route.

Click on Start
Click on Run
Type in "msconfig"
Select the Startup tab in the System Configuration window
Scroll through the list to see if Windows is automatically starting a program you don't want. Simply remove the check mark and re-start Windows.
