Have been wondering about the rule on public information before an initial public offering is made. Can't find any except for the period between the registration and when the shares are on the market. Also there is a document called a solicitation of interest which is sent to the investment firms requesting interest in a new IPO. There would be a requirement of silence after that form is sent out. Here is a link to SEC regulations for those who can find and understand this better than I.
