Name one Eurasian conflict the US has fought in an entirely hostile environment.

It took 6 months to build up the critical mass of supply, logistics, force and support to mount a limited invasion into Kuwait and Iraq. And that was from friendly territory. To say that it is a mere nuisance to execute a major military operation from a flotilla of ships sitting off the coast of some belligerant Eurasian country is silly. I am sure Nuke, or Ron if he reads this post, would be able to better testify to the enormous back operations required.

You can't launch ground forces from aircraft carriers and you need staging areas close to Kosovo unless you want a long, protracted action with maxiumum casualties. Plus, the US military is already deemed extended with two minor conflicts. Bush/Clinton have pared down more than one-third of the force level from the 80's.
