As for diplomatic missions continuing to function in a war zone, foreign diplomats fully understand the risks and it is their responsibility to take the necessary measures to protect their staff, to include closing down their mission.

Now I wouldn't rule out the remote possibility that there is something more darkly ominous at the root of this incident, maybe even a warning to Bejing not to interfere. Who knows??

But hey, folks like you and I certainly are wise enough to delay any prospective trip to Belgrade for vacation... You'd think other people would have the same common sense.

The question is.. did our state department formally warn all diplomatic missions to Yugoslavia that there was no guarantee of their safety during this bombing campaign??

No, not according to what I heard yesterday from a senior American state department official (I'm sorry I cannot recall his name), but he was asked why the foreign diplomats where still there, and he replied that foreign embassies always maintain their presence (unless of course you represent the combatant countries). Embassies are considered soveriegn territory of their respective countries within the host country and it is considered a war crime to attack diplomatic embassies.

Of course we are using the "whoops" excuse, but that ultimately could be left to the World Court to decide.
