I agree with 3 and 4...don't know about 1 and 2...but I've not heard of prohibiting shorting during the 'cooling off' period...certainly the underwriters couldn't short it 'pro'; but I think an individual still could.

There is a hot stock on the NASDAQ (bb) from the UK called (XSNI- NASDAQ)-X-Stream Network. They offer free Internet and E-mail ++ in the UK. (I understand you even have to pay local telephone calls in the UK so it's great to see something free). I think they survive on advertising. They have very few shares in the float 1 or 2 million, from what I can gather,??? their share value doubled on Friday and up again today. You have to do your own DD. It's rare to come upon a new company with a "chat line only 2 to 3 days old". XSNI post #29 gives a very good overview if you're interested in something very new.I think CY has a similar setup in Alberta they are up about 1200% in a few months.???
