Larry, the only thing that might fly would be to make it harder to vote, so that only those who really care would go to the polls. I would not be averse to a civics test similar to the one given for citizenship, with, of course, multiple opportunities to pass some version of it, and classes offered by the government to study for it. I recently went to Ellis Island, for the third time, and did an interactive exhibit with sample questions for the citizenship test. They had the percentages of the visiting respondents who got the question right, and on some those were pathetic...
