Bill,

It is really sad but when Bill Clinton says something
everyone starts second guessing what he actually
intends to do. I think that his tough talk may have
inadvertently inspired Milosevic to take the tough
road because he was guessing that Clinton would never
put together a land invasion force.

Of course, the really strange thing is that this war
could be won if Clinton had the courage to sell it on
the American people. For God's sake, the Republicans
were giving him everything he wanted and even backing
him if he needed it. I saw Richard Lugar (R-ID) on the
tube and he refused to condem Clinton. He said that
he would back the Commander in Chief as long as he
needed the support although he questioned Clinton's
motives.
