Interesting tip, but completely wrong from my POV.

If you have a cheap CD-ROM with bad access time ratios, or a low cache buffer, you can get spin-down errors and even the occasional lockup, but I would strongly doubt that the average 'freeze' or 'lock-up' is due to the CD-ROM.

Besides, different computer manufacturers use different settings for CD-ROM connections. It's advised to place it as the master drive on the secondary controller. And by changing the UDMA settings for your controller you might screw up the protected mode drivers in 95/98 as well as slowing down drive access times.
