Whoops. Sorry I missed a big detail. The power company did not run a line to his home. I'm not quite sure what they did. But my friend does have to dialout using his local telco provider (which happens to be Sprint). Once it gets to the CO, he's not sure where it goes. But he does pay his power company for ISP services. Maybe they built their own backbone using all their very large towers?

If they have to pay Sprint many fees, then I don't see how they can offer their service for only $12/month? It's a very, very fast 56kbs. Faster than my old Time Warner Cable Modem as a matter of fact (which isn't saying a whole lot).
