I know why, and it might surprise you - it does most.

In the original bill as passed by Congress, there were 12 amendments. [Actually, House of Reps passed 17, but Senate cut it to 12.] #1 and #2, dealing with # of constituents per representative and congressional pay were not ratified by the necessary 3/4 of the states.
So what had been #3 became our beloved First Amendment.

Pardon the intrusion. Back to bashing BW. :-)
