If the Chinese aimed a missile at Cuba and it landed in Washington, D.C. would we say "oops, mistake, too bad"? Bombing the soverign soil of a country is an act of war. The Chinese may decide not to declare war, but that doesn't make it any the less an act of war.

Oh, yes, though, I forgot. You don't believe in the rule of law -- you believe that the country with the biggest bombs and the willingness to use them has the right to bomb anybody they want to.
