A Xinhua news agency report carried by mass-circulation newspapers such as People's Daily detailed apologies extended by the governments of the U.S. and other NATO countries after NATO accidentally bombed the embassy Friday, killing three Chinese and wounding 20 other people. As anti-NATO demonstrations swept across China during the past three days, the local media made no mention of apologies by the U.S. and other NATO governments, leading some analysts to the conclusion that China was trying to fuel the outbursts. The Xinhua report suggests the government ''wants to put an end to this outburst of anti-U.S. feeling,'' said Jean-Pierre Cabestan, director of the French Center for Research on Contemporary China in Hong Kong. Chinese stock markets plunged yesterday in the wake of the demonstrations. In Shanghai, key A- and B-share indexes suffered their biggest one-day loss this year. In the report, Xinhua said that U.S. President Bill Clinton sent a letter to his Chinese counterpart, Jiang Zemin, on Sunday, extending his ''apologies and sincere condolences'' for the bombing. Xinhua also said U.S. Secretary of State Madeleine Albright personally delivered an apology to the Chinese embassy in Washington on Saturday, as well as a statement by James Sasser,U.S. ambassador to China, expressing apologies and condolences. The report also included a description of condolences offered by NATO Secretary-General Javier Solana and his description of the bombing as a ''tragic error,'' as well as apologies from the NATO countries of Canada, Germany and Italy.
