If that is true then why does the IRS exist?

Who else could collect enough to pay for the DODs monstrously overpriced hardware, and their army of overpaid consultants? All, of course, necessary for the security of the nation.

The IRS exists because those with influence were convinced that they could use their influence to suck more off the teat than they had to put in to keep the teat flowing. So far I would say they've been right.
