Company Press Release

WinStar Offers OC-3 Point-to-Point Services

Cutting Edge Broadband Technology Lowers Network Deployment Costs for
WinStar

NEW YORK--(BUSINESS WIRE)--May 11, 1999-- WINSTAR COMMUNICATIONS INC. (NASDAQ: WCII - news) today announced that it is
providing OC-3 (155 mbps) point-to-point service to its customers.

WinStar is the first communications company to offer its customers this level of capacity in a fixed wireless broadband connection. These
high-capacity, high-speed radios deliver ATM, SONET and Fast Ethernet traffic over WinStar's Wireless Fiber(SM) network. This technology
also lowers the company's network deployment costs.

These advanced OC-3 radios - which operate in the 38 GHz frequency - can be seamlessly integrated into WinStar's Wireless Fiber broadband
network. They are designed to support high-capacity data, Internet and video applications, as well as traditional voice services, and will be
deployed by the company on existing and future hub sites which contain other point-to-point and multi-point radios. The service can be
integrated into Wide Area Networks (WANs), Metropolitan Area Networks (MANs) and Corporate Campus environments, providing
connectivity for private networks.

Giganet Ltd. is providing WinStar with the high-capacity radios. The first Giganet link was installed last year, and has undergone extensive
testing and integration with WinStar's Network Management Center (NMC).

''The introduction of OC-3 radios demonstrates our market leadership in delivering innovative, high-capacity broadband Wireless Fiber
services,'' said Nathan Kantor, president and chief operating officer of WinStar. ''This will allow us to extend our market reach and lower our
costs of providing services, and gives our customers a highly sought-after level of capacity, speed and quality.''

WinStar Communications, Inc. is a pioneer in providing business customers with broadband communications services, including local and
long distance phone service, as well high-speed Internet access, data and information services. WinStar provides these Wireless Fiber(SM)
services in more than 30 U.S. markets over its local broadband network, using its licenses in the 28 and 38 GHz spectrum, which are connected
to the company's nationwide fiber-optic network. In the past year, WinStar has become one of the largest Internet companies in the U.S.
Recently, the company announced a destination Web site for businesses, Office.com(SM), a service from WinStar.

Except for any historical information contained herein, the matters discussed in this press release contain forward-looking statements that
involve risks and uncertainties, which are described in WinStar's SEC reports, including the 10-K for the period ended December 31, 1998.

WinStar is a registered trademark, and Wireless Fiber and Office.com are service marks of WinStar Communications, Inc.
