Just set the chart up the way you want, with the green and red candles, then save the layout as the default. It's the last menu item under charts.

Yes - right click on the chart and select Colors - you can set the candle colors to anything you like.

Once you get a chart laid out the way you like you can right click on the chart and select "Save Layout as Default" and any new chart you create will have this look.
