From what I gathered, customer pays an fee annually, then service fee if any for any service.

On page 26 in the Prospectus for the NETP IPO it states that "revenues from product lisences were $284,000 in 1997 and $4.0 million in 1998...we anticipate that revenues from product lisences will continue to represent a substantial majority of our revenues for the foreseeable future....maintenance and service revenues went from $33,000 in 1997 to $522,000 in 1998. The growth is primarily due to increased lisencing activity, which has resulted in increased revenues from services related to maintenance and support, training and consulting." I hope this helps.
