Yes; from what I've observed, the rule of thumb appears to be that the length of the proceedings are in direct correlation to the hourly fees of the lawyers (higher fees = longer time to settlement).

*OT* story. I was having some legal work done not too long ago. I called my attorney's office to check on the progress as he had not touched base with me on the previously agreed upon date. His receptionist told me my attorney was out of the office for a few weeks but she did not know when he would be returning for sure. She transferred me to another lawyer in the firm who told me when my attorney would be returning. When my bill came, they tried to charge me for the second attorney's time to tell me when his partner would be returning to the office! What a racket!

(Not saying similar things don't happen in other professions, including the one I practice in. But sure doesn't do much for any profession when the obvious objective is first and foremost maximizing revenue to the firm.)
