Derek, indeed, it is best to hammer such things out through the play of factions within the major parties, I believe, and in any case not to allow small parties to hold a coalition hostage, or a parliamentary government to create intolerable instability. In Israel, some of the religious parties get much too much in the way of subsidies and concessions, such as the embarrassing monopoly of Orthodox Rabbis over Jewish marriage (when a good deal of the population is secular or non- Orthodox) from both the Left and Right, because they often hold the balance of power. In Italy, of course, stable government has been a joke.....
