Dan, on CAOL....

One thing to ask David is...They are supposedly an ISP in China right? Then why don't they have their own web servers? If they had their own web servers, then they could host the Lottery stuff and their ISP services on it. By going to cathayonline.com, it appears to be a remote, EarthLink server...
