A machine, perhaps, but few machines exhibit the organic attributes that gov't does.
Cross-discipline professionals studying complex organic systems easily put gov't in the organism category, due to the changing environment that it must exist in. Machines tend lose usability over time due to depreciation or changing environment. Organisms change and adapt, trying to survive.
COS exhibit other tendencies as well, but this is the one clear area where the gov't is different from a machine.
Machines that have survived the test of time are those that typically perform mundane tasks. The few machines that you could say have "adapted" haven't done that at all. Outside forces have recognized how the machine could be altered or upgraded - mimicking the adaptation process. Gov't is able to adapt and survive without outside intervention, if necessary. Democracy was supposed to create the environment which you refer to - a machine that works for the people. Unfortunately, this just isn't a likely accomplishment.
