Deputy Treasury Secretary Lawrence Summers has been much more visible/vocal lately - setting the stage for the transition.

Another reaction:

"The main thing for the markets is that Summers continue to provide
clarity with respect to dollar policy," said Tony Crescenzi, chief bond market strategist at Miller, Tabak, Hirsch.

"Since Rubin took over as Treasury Secretary he implemented a policy
wherein only the Treasury Secretary, and the Treasury Department
specifically, would dictate or spell out dollar policy. That clarity has helped the dollar enormously during his reign."
