I can't even begin to touch, "cost." But, "charges," is easy. They would only be able to charge what I pay now. That is $70/month for both cable TV and cable modem services. It's exactly what Time Warner/Road Runner wants today. And it's exactly what GTE Americast/Worldwind wants today. VDSL service(if ever deployed) has to match it or forget signing up customers.

Telephone companies are caught between a rock and a hard place on this one. Video(TV) has got to be expensive, unlike strictly data services.
