OT -- I thought it was a situation that met your requirements -- the anarchists -- the feudal or tribal forces destroyed the power of the sovereign state and continued to fight each other. An anarchist (from Gr. anarchos -- without a ruler) is one who rejects on principle the idea of the state.
Historically, if a ruler could not impose his authority, a powerful neighbor did . Strong states survived and expanded -- weak ones fell to conquerors.
