Ricardo -

(What would happen to the value of gold?)

Just what you would expect. But since the dollar is non-convertible, it, and all other non-gold goods would increase in value. The welfare could just as well consist of wholesale lots of refundable deposit bottles.

(You have in interesting concept of charity. The philanthropist gives HIS stuff. The counterfieter who purchases goods with funny money, give OUR stuff, as you say without permission.

Do I understand you consider this morally neutral, or inconsequential?)

Not really, but less objectionable than having the process enforced by the coercive power of the state.
