Check - You are mostly likely right, but two other possible options:

1. get money through a royalty. ie. either Euro Nevada or its sister company will now provide development money for a small % of the action for oil and gas companys.

2. get some money from a company such as the silent partner in this play (Amoco ?? with 25% already) as an option for the right of first refusal.
