DECT per se uses 1800Mhz

DECT is a PCS (Personal Communication System) cellular system, so I don't quite understand your question.

CNXT is developing Cordless 'phones using DECT as a starting point.
Swapping the operating band is pretty easy (I think, but what do I know...)

GQ - DECT:

DECT is a cordless phone technology and as such was designed for very different purposes than cell phone systems (i.e. GSM, CDMAOne, ...). Although I don't remember the specifics of DECT, cordless systems in general do not do handoff's well, they may not allow incoming calls, they are designed for short range (like in-building), ... . In addition, DECT uses a very primative Codec and TDMA technology. With some modifications it can be used in WLL systems, but I wouldn't really claim that it is a threat to CDMAOne or GSM in mobile systems.

FWIW

<<Dose it pose a competitive threat to cellular or PCS wll?>>

simply put: no. Alcatel has lately had problems selling DECT systems and they're the number one supplier in the world. Siemens completely dropped out of DECT market due to lack of sales.
