Congress is not in the criminal trial business. Occasionally they consider the employment of a President. Maybe you've heard we have a Judicial Branch separate from Congress; it is somewhere in the Constitution.

<You said he wasn't charged by Starr. I was merely pointing out that this was not an oversight or a mistake, but rather a result of Starr's mandate. Clinton was however charged by Congress, and at that time offered a spirited if specious defense that consisted mostly of novel definitions of common words and ad hominem attacks on his accusers. And lots and lots of spin.
