There is a lot here and economics was never my forte. Reagan was not on my favorite list, and I keep away from such. I don't like not liking.

Concerning sociopathic personality. Had the alternate value been self, then I'd agree. Were it cohort it would be Roman Legion. The man's philosophy is unusual and insulated by his politics and position; there is more to him than most notice, because they are looking for the unusual in the usual places.

Relative deregulation of the economy: The changes were not significant, only cosmetic [greasepaint?].

Tax changes: I don't see it. Sounds perfunctory, symbolic [not spin, yes?].

Depression cycle: The stagflation of Nixon, Ford, Carter was the result of an unfavorable business climate brought on by the trauma the country had to put itself through to get out of a nothing country in SE asia. The Reagan deficit spending in enormous quantities burst through this now-aged disorder and the economy soared.

The boom that followed the Cold War win was from the global business climate improving. This replaced the government spending economy after a brief 'retooling'

Unlike Wilson and Truman who invested large amounts of aid at the end of the wars they won, Reagan's agenda would not allow aid to Russia. Now the bear sinks; who will go under with him?

It is not a question of whether he could end the war, or why or who thought so or not. Winning the war has meant a lovely decade of global business, for ourselves especially, but it could have meant White race [descriptive only] end to war. Now that is unclear. Even Kosovo is Reagan's legacy. [maybe a nephew.] It was he who decided to win the war under his command, rather than assure the greater peace. His decision to win not binary wrong, only the timing was analog wrong.
