were we to see chiefs of staff tremble at the thought of their european "vacations" in jeopardy, while "interactive" voices debated the contemporary role of NATO...

Precisely the point. The Internet is the most efficient communications system yet (in the information sense). This allows a much quicker information -> decision cycle and since the information flows from everywhere its difficult to control spin.
