O/T Use of Internet Web Sites to Release Significant Company News PRIOR to formal News Announcements via normal channels.

The TCA Cable TV Inc. and Cox Communications Inc. MERGER made 1st page headlines in the Tyler Morning Telegraph/(Tyler, Texas), today.

What may be significant is the timing and method of the announcements: "The announcement was made at Cox's Atlanta headquarters during a 10:30 a.m. teleconference. News of the merger was first released at 5:00 a.m. Wednesday (5/12/99) on both companies Internet Web sites."

I don't know if the above release is part of a new trend for release of Insider Information or if it is a continuation of a practice that I was unaware of. Due to the complexity and ambiguities of laws governing 'Disclosure', some companies, especially the smaller ones are wary or reluctant to release information on their web sites prior to 'Public Release' (or release to analysts that track the stock) lest they cross over the gray areas of the law.

Any comments or guidance from the Legal Minds would be appreciated. TIA
