I have to disagree with your characterization of DELL's presentations this quarter as " touty."

They started out the new quarter with an explanation of last quarters revenue shortfall and they did not try to blame the market (as CPQ did) or anyone for this shortfall. Instead, they took full responsibility for the hit and discussed measures they were implementing to to redress the problem. They also set some reasonable revenues goals and more than reasonable unit growth numbers for the PC industry.

They were not touty in March or April. The only difference has been in their self confidence which appears to confirm that they have met their revenue and earnings expectations for the quarter.
