Yes, regularly...

...meaning that on every IPO, there are a handful of people on these boards, Raging Bull, etc., that maintain they're not flippers and that they had timestamps earlier than others who got shares, while they themselves got none.

Considering the tiny percentage of people that actually wind up posting on these few boards, if these folks are telling the truth, it amounts to far more than a few isolated cases.

As to flipping, there are a similar number of posters who maintain that they flip on a regular basis and still manage to get shares. I believe this, because I frankly don't believe that E*Trade has the ability right now to reliably run such a correlation. I have a hard time envisioning them doing that when they can't even keep their "trading feature" accessible to their customers.

I suspect you're happy, and understandably so, because you've gotten in so many IPOs, but the fact remains that there are those who are missing out on very profitable deals, and E*Trade refuses to provide any specific reason why. And whatever the reasons are, they don't appear to be in keeping with their written policy on how shares are allocated.
