U.S. Senate Offers Bill To Help Baby Bells Onto Internet Dow Jones Newswires WASHINGTON (AP)--Local phone companies would be freed from some regulations as an incentive to offer high-speed Internet services more widely under a Senate bill offered Thursday. The bill by Sen. John McCain, R-Ariz., would help local phone providers such as the Baby Bells and GTE better compete against AT&T, which is positioned to be a major provider of high-speed Internet services via cable TV lines and cable modems. Under the bill, local phone companies wouldn't be required to provide deep discounts to other companies that lease a big volume of high-speed telephone lines. "AT&T can roll out cable modem service in a virtually regulation-free environment; federal regulation impedes the ability of telephone companies to do the same thing," McCain said.
