1706 in 1986 killed the IC status for small technical contractors. You can thank Daniel Patrick Moynihan of New York for that. A number of firms, like CTG, etc., wanted to eliminate the competition. I recall some story about a temp worker in Long Island for IBM successfully sued for 25 years of fringe benefits, pensions, etc. Since then, some companies limited temporaries or consultants to 11 consecutive months in engagements. It's unclear whether in the above case or in the Microsoft case that the affected workers actually tried to apply for direct jobs at the client rather than the agency.

Another blurb that came out yesterday was Gerstner stating that IBM had more internet revenues than the top 25 internet companies combined. That boosted IBM stock at the expense of some internet stocks.
