He doesn't. Nixon's abuse of the system is very similar in many respects to Bubba's. Bubba is just a more accomplished liar and dissembler.

Clinton's abuses far exceeded Nixon's. Nixon lied and was caught in a cover-up. Clinton lied repeatedly, allowed the Chinese to steal defense secrets for campaign contributions, became recognized as a sexual predator via numerous encounters before and during his presidency. Plus, there is Whitewater, Vince Foster, Ron Brown, and rumors of cocaine use among other indiscretions.

Nixon had enough class to resign. Clinton and his wife crave power too much to ever resign.

Nixon had an "enemies list" he wanted to sic the IRS on but, guess what, the IRS demurred and no one ended up audited on the list. Not so with BC. He also has an "enemies list" and many many people have been audited for intimidation and retribution.
