One reason that AG might be preemptive here, is the arguement that if the Fed wants to tighten, they should do it in the first half of the year, as in the fall, Y2K concerns (even if ultimately proven to be unfounded) will create a nervous environment, which the Fed would not want to further agitate/destabilize with a rate rise.
