Before actually getting into the details of the problem, since it is a Dell system, what's their support like? Or would their support no longer be available since you re-formated from scratch.

Dunno what's wrong. (Not news)

Maybe try this:
Start | Programs | Accessories | System Tools | System Information.

Once there:
Tools Tab | System Config Utility | ??? tabs.

Devise some plan for checking and unchecking selections you have some doubts about. You may isolate the source of the problem with time, effort, cursing, prayer, and patience. I wouldn't rule out hanging crystals from the celing either, since we're dealing with the mystry of the universe, Win98.

SERIOUSLY, RECORD THE SETTINGS AS YOU FIRST FIND THEM BEFORE CHANGING ANYTHING!!! If you don't, you'll be the Win98 expert before your through!

Re-booting -- Part two:

Another suggestion --

Right click on a blank spot on desktop and select Properties.
Click Settings
Click Advanced Button
Click Performance tab

You'll get a 'slider' bar adjusting 'Hardware Acceleration'

Choose something less than 'FULL' setting and see if it helps.
