Do any of you techy's know how much uploading happens when you click the submit button on a form as in the case when applying for IPO's. How much uploading is going on there? 400k download sounds great but not is the bottleneck is sending data back up to etrade.

When you request a page at most a few hundred bytes are sent upstream. The downstream link, especially if you don't turn off graphics, is orders of magnitude more data intensive.

have u called ur local phone company to inquire about dsl service?....although dsl is not available in my neighborhood yet,i looked into this and they apparently charge by the speed of service.....they quoted me a rate of $65/month for 512K download/upload....so the quotes u stated seem very high to me.....but it did cost 300-400 dollars to get set up with purchase of the modem and installation fee.
