I agree. Etrade uses IPOs to attract new customers. I like the FCFS, but admit that an open lottery would be the most fair. Using the critera of DLJ would be a bad move for a couple of reasons:

1. People w/ 100K + account probably have accounts w/ a full service broker where you can get more than 100 shares, and your wrist won't kill you from clicking all day. :) I think I heard the average Etrade customer has about 10K in assets, the average guy would be locked out.

2. If they also used length of time at Etrade, it would eliminate IPOs as a reason to open an account. (IPOs are the only reason I opened my account)

I believe that Etrade has helped to level the playing field between high asset and avaerage investors; I hope they don't lock the little guy out of IPOs.
