I don't know. A great deal will depend on the other civilization. It won't shock me, but it will shake up a lot of religious people- they'll have to adapt or find a new religion. And the whacked out ET worshippers and alien abductees will be happy. Politicians and the military won't be happy. The Chinese and the Russians will probably blame it all on a US capitalistic plot (because they'll have fallen back to communism after disastrous results with capitalism).
