creating an Integrated core poses problems not necessarily encountered with conventional chip design?

Absolutely. The complexity and likelyhood of defects or logic bugs becomes the sum of all the combined parts. A problem in the memory controller requires a spin of the CPU, graphics and everything else too.

The biggest problem is always going to be the CPU. ASIC designers sometimes have a hard time grasping how much more complex CPUs are than most ASICs.
