The problem is that leadership on BOTH sides of this issue chose to go beyond the brink and force a conflict.

Again, I believe that there was a failure of diplomacy because we chose to box ourselves into a corner where the only way out was to bomb.

Then we limited our options by saying that a groundwar was out of the question. Milosevic then used this information to make his decisions on just how far he could go and how far the US would go.

Both misjudged the other.

Both sides were trying to intimidate the other, firm in the mistaken belief that the other side was bluffing. The result was that both sides called each other's bluffs and put themselves upon a path that neither party wanted to take.

And we sure didn't get a lot of help from Milosevic's major supporters, China and Russia. They chose to make their own miscalculations and play their own political power games aimed at diminishing US esteem and power.
