I just think that oil prices got too high too fast, in other words - a little ahead of itself. I made my comment when the price was about $18.80. There was no way it was going to continue much higher from that point. If OPEC lives up to their commitments, one can expect we will see $19.50 or even higher at year end. That's my guess estimate.

War in Kosovo and impact on oil price is built into the market already. When signs that peace talks were close at hand, the oil price did back off. When peace talks slowed, the price stabilized where it is at now. If we send in troops, yes - I believe there will be a spike in price. But remember this, these spikes are short lived and the market reacts accordingly.

Also remember, this is just one opinion, this time it happened to be mine.
