I saw that report - and the Powell article - and there is certainly truth in both of them. I suspect that there is also an element of brinksmanship there: Milosevic and his staff read these articles, and there is certainly a message there. As I said, though, I don't think the message is going to be taken very seriously unless a serious buildup of force is underway. A few divisions en route would be a strong incentive for Milosevic to negotiate, or for more moderate elements to start thinking about replacing him.

I am less well read on recent developments then I should be; has anyone seen anything halfway intelligent written on possible Italian reactions to the prospect of a major troop buildup on their soil? What other practical bases are available?

Difficult situation, all in all. Choosing the impossible in preference to the intolerable is a noble thing to do. But after the choice is made, things can become very sticky indeed, as we are likely to find out soon enough.
