Steven: The one hope for Russia, and for that matter Ukraine and Belarus, is the positive example of the success of full marketization in Poland, the Czech Republic, and Hungary. Now that "shock therapy" is paying off, it may be that serious steps will be taken to create the legal and institutional framework for capitalism. In all three countries, they have been ridiculously tentative, and therefore have gotten little for their troubles. Also, of course, the criminal gangs have to be addressed, as well as the looting done by the nomenklatura,but if the the crack down can be confined to those areas, it will not be too onerous or disruptive...On your earlier posts, it was a large mistake to rule out ground troops, and we may have to begin a build- up to regain credibility. I don't know how much is bluff, but I think that the letter, which seems to have embarrassed the Pentagon somewhat, is real, and I doubt that Colin Powell would feel the need to shill for the Administration. On Italy, all I know is that the government is threatened by growing restiveness about the bombing campaign, I do not know how they would react to being a launch site for troops...
