It doesn't appear they've secured the necessary staging areas for an ground attack with overwhelming force. They seem to be building up a small force to support the Apache helicopters. Then, I read in Stratfor that Clinton is opposed to deploying the Apache. They've gradually decreased their 'plans' for a ground force attack all the way down to 50,000, far below the overwhelming force and not much more than the Serbs have in Kosovo. As in Stratfor, NATO is sending out mixed signals. I thought that with the announcments of several small contingents of 10,000-12,000 additional forces announced to be deployed the last several weeks that NATO would attack on the ground with a small force. At this point, I don't know whether they're that confident that the bombings have weakened the Serbs severely or that they're floating a series of trial balloons to both the public and to the Serbs. This is almost as goofy as the leak-a-week episodes during the Health Care Task Force or the Impeachment Hearings.
